All,
I have recently upgraded a pair of HA Big-ip boxes from 11.2>>>11.4 and I am unable to assigned protocol security to a VS, under the VS The Protocol Security Policy is disabled. Under the Security,Protocol Security HTTP Security the Profile is not assigned to any VS
How can this be enabled ?

when you go to Local Traffic ›› Virtual Servers : Virtual Server List ; Security you can't enable it there? has the virtual server the correct profiles attached?
