APM saml idp entity id match

hello experts. Trying to configure a single vs as an idp with multiple external sp connectors. i have created 2 idps and 2 sps and bound them. the entity ids are different https://vip.example.com/idp1 and https://vip.example.com/idp2. I exported the metadata from both and uploaded to samltest.id. using the samltest.id idp tester, no matter which entity id I test, it always returns idp1. It seems to not be doing a match on the entity id. the apm log tells me so as does samltracer in firefox. v12.1.5.3. any ideas would be appreciated. Thanks.
