NimbostratusAPM OS upgrade 13.0.0 to 13.1.0 is fail
test platform is bigip 7000 or 2000 series BIG-IP status is Offline and APM and Local traffic setting is none.
Have you experienced similar issues with me?

SSH to the F5 and take a look at /var/log/ltm for errors. It must be stopping on something. It could be as something simple as a re-license.
