Any reason why external Javascript references by src= doesn't work on the webtop?

We are referencing an external Javascript library for our in-house developments which contains a range of functions and controls for the branding of the institutions pages. However on the F5, the JS doesn't seem to work and the Hamburger Icons when on a responsive page don't activate correctly.

Any idea what we have to do?
