A common cause for this issue is duplicate /config/f5-rest-device-id files on multiple BIG-IP devices. This can happen if you have created your devices by cloning the VE or restoring a UCS file from another device. This solution covers this issue: https://support.f5.com/kb/en-us/solutions/public/15000/900/sol15938.html
You should now have a new f5-rest-device-id file. Retry the discovery.
