Access Configuration Utility via a Self IP

I'm trying to allow access to the Configuration utility via one of the Self IPs but I'm not having much luck. It's not locked down in any way when I checked from tmsh it's set to allow all.

 

list /sys httpd allow

 

sys httpd { allow { All } }

 

When I do a tcpdump, I can see the traffic hitting the self IP.

 

I have the port-lockdown on the self IPs to allow any.

 

Is there any other location that I should be allowing this?
