Can you try this?

when HTTP_REQUEST {
	if { [HTTP::host] equals "www.abc.com" && [HTTP::path] starts_with "/defe/" } {
		set newpath [string map {"/defe/" "/redirect-to-legacy/new-defe/"} [HTTP::path]]
		HTTP::respond 301 Location "https://sample.com$newpath"
	}
}
