there is no instruction on how to enable lldp on the mgmt interface

I was talking with a colleague about this issue and I think I got a resolution for you. We should be able to treat LLDP like SNMP, so a management route is likely what you need:

i'm a bit confused with your input as LLDP is The protocol formally referred to by the IEEE as Station and Media Access Control Connectivity Discovery specified in IEEE 802.1AB with additional support in IEEE 802.3 section 6 clause 79. it has nothing to do with IP-routing
