Link Controller Routing Stuck?

We have dual 1500 Link Controllers 9.4.5 HF2 and we are doing simple gateway pool loadbalancing to 2 ISP's. We noticed that when one of our circuits go down it shows the pool member inactive but it still retains routing information to use the inactive circuit. For whatever reason no matter how long the circuit is down for it still continues to route over the inactive circuit. To test our theory we even created a static route to point to the other circuit but still it uses the inactive circuit. Please Help!

    I think the routing is working fine. The route points to the pool of the gateways, not to the gateway that is disconnected.
