Failed to convert character

Question

I have an ASM policy that is having trouble converting superscript characters such as&nbsp;U+00B2.&nbsp; The policy uses application language of UTF-8 (unicode).&nbsp; The policy alerts/blocks these superscript characters with the alert "Failed to Convert Character".&nbsp; I thought UTF-8 would cover these characters.&nbsp; Maybe not?&nbsp;&nbsp;

Found this:&nbsp;
K7007: Error Message: Failed to convert character
...'Note: Metacharacters should always be sent using the ASCII character set regardless of the encoding scheme defined in the security policy.'
