Load balancing is for incoming services to a pool of servers. You seem to be asking about outgoing traffic to services like Zoom or Youtube. To manage traffic for cross-network or outgoing traffic, or to proxy and enforce external access, you can still use an F5 BIG-IP, but you will also want specialist modules (Secure Web Gateway, Policy Enforcement Manager, and SSL Orchestration).
