After reading the KB article at https://my.f5.com/manage/s/article/K40226145, it appears that the issue is related to the BIG-IP Oracle health monitor failing for Oracle DB versions 12.2 or higher.

I would like to inquire about how to check or if there is a CLI command to determine which pool member is causing the appearance of this message: java.sql.SQLException: ORA-28040: No matching authentication protocol ?

Try enabling monitor logging as per Troubleshooting health monitors (f5.com) for each pool member and see which one flaps.
