Does Workspace ONE require APM on F5

We are working on deploying Workspace ONE and are running into numerous issues. VMWare professional services have indicated that Horizon integration with Workspace ONE revolves around sending SAML request from WS1 to View Connection servers and that it requires F5 to be on v13.1 w Engineering Hotfix. Everything I have found also discusses using APM. Is that also a requirement? We are currently running 12.1.2 and we do not have APM provisioned. We are already using Horizon View configured on the F5, but we are not using APM with it.
