You must attach iRule ir-apm-policy-dhcp to your APM virtual server (the virtual server to which your clients connect).

The iRule is now called "ir-apm-dhcp-policy". From a quick glance I saw dhcp at the end in the documentation and spent an inappropriate amount of time trying to figure out how to connect my VPN clients to UDP....

Soon as I saw my mistake everything worked great. Thanks guys.
