Wildcard in Policy for cookie value not working.

I'm creating a policy with a rule that I want to trigger only if a cookie exists. Using operand http-cookie I have to specify the cookie name AND value. I don't care what the value is but I can't leave it blank and it interprets * as *, not a wildcard. Any idea how to make it not care what the value is? Yes I can negate the value and make it work, but that is not the desired result.
