Where is the iRules vim plugin?

I stumble upon this article talking about vim/irules integration via Python pycontrol:

But the links for downloads are not working for me (blank page), and I can't find anything in the download area nor inside the iRule Editor zip file (which off course contains only the source for the C app). I can't find it either on vim.org plugin registry.

 

Anyone know where I can find it?
