What's the best command to test connectivity between two networks

I'm setting up a VPN and I think I have it. I just can't find a good (any actually. I'm very new) command to test connectivity. Example only: I want to see that 808.95.60.25 is hitting 199.96.31.16 and make sense of the data. Think I explained it correctly. Thanks in advance.
