You can use a web acceleration profile with LTM for example. You don't need WAM, or AAM (WAM + WOM), for that.

 

I just added the profile webacceleration to a virtual server, in a VE with 13.0.0. Without AAM provisioned, so no WAM provisioned.

 

Try to manually edit the virtual servers in the bigip.conf file, and remove the profile. After that, try to load the configuration.

 

Also, try load the ucs via tmsh with some extra options, like no-platform-check or platform-migrate.
