Hi Miak,
I don't think you can logically tie the two VLANs together so that a failover only occurs when both VLANs are down. Can you provide more detail on the scenario? Maybe there is another solution.
Thanks,

Hi Aaron
Thans for your reply,
This senario is for 2 site. site1 has 2 lc's and site2 has 2 lc's. and we have 4 links,
Site1
LC-1 is connected to cisco switch1
LC-2 is connected to cisco switch2
Trunk bw the switchs
LC-1 and LC-2 is also connected to internal network
Site2
LC-1 is connected to cisco switch1 at site1 directly
LC-2 is connected to cisco switch2 at site1 directly
Trunk bw the switchs
LC-1 and LC-2 is also connected to internal network
Links (note: links are direct no public ip's)
links are in 2 vlans X and Y.
link1 is in vlan x
link2 is in vlan y
link3 is in vlan x
link4 is in vlan y
if link1 and link2 go's down ( which is connected to LC-1 at site2 to switch at site1)failover should occure. where we can use link2 and link3 connected to lc2.
