First things first, there wouldn't be any issue in the behaviour of the guest if you decide to upgrade the host from version 15.x to 17.x. and F5 recommends that you upgrade the host first then the guest.
Secondly, I would like to highlight that version 14 has reached its end of technical support (EoTS) since December 31, 2023. You can refer to this knowledge article on the EoTS here, K5903: BIG-IP software support policy. Therefore, it's ideal that you upgrade the guest as well.
