VIP failover

Can we create a environment where we will have three VS and each vip with 2 servers configured in active/standby. so three pools with 2 servers each so 6 servers. Now the requirement is each time the three primary servers should be active in master and other standby in slave. So when any one server in primary pool (either of the three) traffic should be switched to the backup servers( standby in the vips) and can be manually failed over when the primary is up again?
