v11.4.1 - unable to create new Content -> HTML profile

Anyone else having a problem creating a new Content/HTML profile in 11.4.1? I just performed a test upgrade from 10.2.4HF6 -> 11.4.1, and when I click the drop-down box under Parent Profile, nothing is displayed. The output of tmsh list ltm profile html is also blank. However, the /config/profile_base.conf appears to have a reference:

ltm profile html html {
    content-selection { text/html text/xhtml }
}

    check your ltm log, i had some odd issues when upgrading recently with missing base profiles. you could try a load sys config also first.
