Using packer for BIGIP and Vagrant

I have been trying to create an BIGIP version 14.1x box for vagrant without much luck. I tried to using the repo for F5 packer (https://github.com/f5devcentral/f5-packer-templates) without much luck. The VM boots but stops at "READY", I also have tried using and OVA version but can not get past the Vagrant SSH authentication issues.

 

Has anybody done current work in this area ?
