Unable to grant license key for BIGIP-13.1.0.8-0.0.3.ALL-scsi.ova or BIGIP-13.1.0.8-0.0.3.LTM-scsi.ova on ESXi 6.0

Unable to grant license key: Error 51133, F5 registration key is not compatible with the detected platform - This platform, "Z100", cannot be activated with this registration key "LWHGBXJ-VSMVZRE".

    The error was the result of using registration key for (LTM, Per App VE, 3 Instances) to generate Dossier for BIGIP-13.1.0.8-0.0.3.LTM-scsi.ova. The same error received when the same key was used for BIGIP-13.1.0.8-0.0.3.ALL-scsi.ova Will this be a problem for a paid license or key?
