The SYN packet is making it from the server to the BIG-IP, so it makes sense that the ACK from the server to the BIG-IP would too, if the server were actually receiving the SYN ACK. The SYN ACK from BIG-IP to your server appears to be being lost, hence you are not seeing the final ACK of the three-way handshake.

 

As Nitass asked, check your ARP table on the BIG-IP and ensure you are seeing what you expect to (arp -a).
