Transaction Duration and Notification

I am looking for some way to use iControl (or some other method) to query an F5 BIG-IP for TCP transaction durations. We want to send a notification out when we detect that certain transactions are taking longer than some arbitrary limit (say 3 seconds). Does the BIG-IP have this capability?
