synchro issue between bot BIG-IP

Hi , when i start a synchro to peer i get this error: Operation Status Configsync Mode: Push Transferring UCS to peer... Installing UCS on peer... OperationFailed exception: Primary error...

Yes this rule is used.

 

 

But when i check syntax of this rule through "F5 irule editor" i get a "success" message..
