Strange problem Root password field not showing in the GUI

Hi Everyone,   I am really facing a very strange problem. I have on my LTM box TMOS 10.x.x and also 11.1 in the GUI of 10.x.x under platform I can see both the fields Admin as well as root password...

Now if I want to have root level access is this only possible after requesting a change in license or else there is some other way. i understand you have to do clean install and obtain a new license (without appliance mode).
