Static persistence

If a pool is marked down the persistence records are normally updated on the next query, so traffic will be load balanced to the other pool and a the persistence record will be updated.

So all traffic with a persistence record for pool A would be direct to pool B, if pool A was down, and the persistence records would be updated so even if pool A came back up traffic would still be send to pool B.
