Do you mean that a .UCS archive/backup is large or that bigip.conf is large?
Check /config/ for large files. Since that is the default starting path when you log in you might have stored some packet captures or an ISO there. You can do an "ls -al /config" to find out what the file sizes are. Everything in this path gets stored into the UCS archive.

This unit probably had APM configured at some point while your "other unit" with the smaller UCS file did not.

F5 has an RFE (request for enhancement ID419880) open to prevent storing these EPSEC/APM related files in a UCS archive but it hasn't made it into the product yet. If you are not using APM you can remove these files using the instructions in SOL25633150.
