Server failover not working

For some reason I'm not getting failover working properly.   Have 2 servers in a simple pool, with server 1 been the Primary Server server 2 standby   server 1 - Ratio = 1 Priority Group = 2  ...

I thought OneConnect is mainly for HTTP, will this work with a standard TCP socket (non HTTP). Sessions are listening on varied ports like 19000, 19002 etc
