Send predefined HTTP_REQUEST to another pool members

Hi all, looking for help to make the following with iRules, If incoming HTTP_REQUEST has in XML body defined methods coming to current active member, send to all others pool members another request with predefined payload. How to exclude current active member? To use different rates to each member in pool, then how to choose them?
