My question:
I have a set-up in which a pool contains 8 members:
4 at priority level 1 and 4 at priority level 2
I want traffic to be directed to the primary members (priority level 2...

1- Do not change priority group activation, use as is(Less than two).
2- Create 4 specific monitor for each member of Level two. Set Alias address to its own server address in each monitor(you can see Monitor->Configuration->Advanced).
3- Add all monitor(you created above) to all Level 2 Members. Set "Availability Requirement" as At Least...' '2' Health Monitor(s)
After this config, If 3 members of level 2 go down, then 4th member is also marked down, and new traffic is not redirected to any member of level 2 at this stiaution. That is it.
