An upcoming release, early to late spring I believe, will have support for RTSP including RTSP specific rules that will allow you to do this in a relatively straight forward manner.
It is very likely possible to do this with the current set of 9.X rules, but we have not tried it.
The relate_client and relate_server commands can be used to setup rerouting of the RTP/RTCP data.
