Remove user defined attack signature from being applied to all ASM policies

User defined attack signature is being applied for all security policies, rather than just the one I need it for.

 

It is automatically enabled for all, without me including it within attack signatures on the learn, alarm, block page.

 

How do I prevent this from happening?
