Irule Editor Won't Install

I just go a new laptop with Windows XP Professional Service Pack 2 and I am getting the same dialogue box that pops up when I try to install Irule Editor, whether I save it to my desktop, use the zipp...

By the way, I am logged in when I download it and I download the irulersetup.exe file okay. It is when I open that and select Run and then select Install to install it that it bombs out.
