Can i rate limit per user ( source ip ) ? and can it be per connection ?

v11.2.1 introduced built-in rate limiting (the virtual server definition allows surprisingly flexible variations). If before v11.2.1, there are many examples of this in the code share.
When a limit is reached the visiting client that trips the limit gets a referral to the sorry server.
SSHSSH_97332at V11.2 , is it per user ( src ip ) or per VS or per single connection ?
