About the SDK download problem, I don't see anything wrong since I just downloaded the SDK and extracted it.
Once you're able to download the 4.6.2 SDK, try using the sample apps in the SDK to connect to the iControl SOAP portal again.
Specifically, what problems are you seeing? If you can provide the exact interfaces/methods you're having problems with, perhaps we can take a closer look.
