you may try this syntax...
when CLIENT_ACCEPTED {
log local0.debug "Payload: [UDP::payload]"
binary scan [UDP::payload] xxa* payload
log local0.debug "Payload_a: $payload"
log local0.debug "TFTP File Name : [lindex [split $payload \000] 0]"
}
