It looks to be mainly blocking on certain characters input as win-1252, for example, %92.
Metacharacter checks seems more like F5 AWAF/ASM thing than APM. The F5 WAF policy can be attached to specific urls using irule or local traffic policy, so you can 2 policies one for one language and another for the other language.

Regarding "blocking on certain characters": Can you describe the situation in a way that would allow me to reproduce the problem you're experiencing in a quick lab test?

Yes APM is being used, and there are 2 different languages on various URIs.

What problem are you looking to solve? Are you trying to detect the client browser's language and redirect it to different backend servers? Are you using APM and want different languages on the logon page? Something else?
