Is there a fix for a single virtual server with multiple languages, UTF8 and Win-1252 for example?

MVPMetacharacter checks seems more like F5 AWAF/ASM thing than APM. The F5 WAF policy can be attached to specific urls using irule or local traffic policy, so you can 2 policies one for one language and another for the other language.
