newbie question: cannot find iRule in web admin panel

I'm newbie on F5, please help:

 

I wanna create one rule to redirect traffic, but I cannot find iRules item under Local Traffic when logging on web admin remotely.(see attached snapshots)

 

 

does not this F5 support iRules?

    i don't know for sure if this will be the answer, but you're running a pretty old version of big ip v9 there. i wonder if irules were introduced shortly after? just a thought

    That's definitely odd. Is your system fully licensed and up to date?

    Looks like it might be a LB Limited license, since it doesn't have SSL offload either. I thought that had L4 iRule capability but maybe not...
