newbie question: cannot find iRule in web admin panel

I'm newbie on F5, please help:   I wanna create one rule to redirect traffic, but I cannot find iRules item under Local Traffic when logging on web admin remotely.(see attached snapshots)   ...

That's definitely odd. Is your system fully licensed and up to date?
