NimbostratusI resolved this issue. The problem was not specifying anything for interface_driver in /etc/neutron/lbaas_agent.ini. Configuring this as below allowed the service to start and continue running:
interface_driver = neutron.agent.linux.interface.OVSInterfaceDriver
