Typically I will halt all changes to GTM/LTM configuration, archive everything, then begin upgrades. With GTM, I'm assuming both are active devices authoritative for the LTM vips in both your active and DR locations. If that's the case, it doesn't really matter which one you upgrade first, you just need to make sure that one of them is available to respond to queries while the other is upgrading. Once you have tested and validated the upgraded one is functional, upgrade the other one, and then validate the sync group is healthy and that big3d is updated on your LTMs. At this point, you can resume normal GTM/LTM config operations.
