WHat is the syntax to set LINK::qos and IP::tos? Also, if we are not using HTTP, what response event will work? Thanks in advance!

You should simply need to add the value. eg:
LINK::qos 3You still have CLIENT_ACCEPTED, LB_SELECTED, SERVER_CONNECTED, etc.
