NimbostratusModify policy not using VPE
Can you modify a Policy without using the VPE? E.g. Like you can merge a config adding a AAA server for example but can you do similar for the policy?

I talked about this with other people in the past, and so far everyone agrees that you can't manage an APM device without VPE. So the answer is no, at least there are no tmsh commands for that.
Anyway, the VPE just create config in the bigip.conf file. You can add stuff to the file and load the config, or load with merge a new file.

the problem is every box in APM is created as an object linked to others.
another issue is APM customization is done in dedicated files and not in the bigip.conf file.
did you try the import menu with
which merge new policy with existing objects like AAA servers, SSO, resourcesreuse existing objects- CX_280703
Thanks both for your help with this. I am to accept that I should leave the policy to the VPE for now.
