1. On the BIG-IP UI, navigate to Security > Network Firewall > Rule Lists
There is no Security section. BigIP version running is 14.1.5.1
Please let me know what I can do to run a network firewall.

Have you provisioned AFM ? if not please provision AFM (System >> Ressource Provisioning >> AFM (Enable) with nominal
In some cases you should activate turboflex.

You need AFM License, please refer to https://www.f5.com/trials/big-ip-virtual-edition and submit a trial request.
You should recieve registration Keys that include AFM license.
