Hi,
you can use a UCS file to fully import the configuration, including all IP addresses (i.e. Management). Be aware that you will have IP address conflicts if the new BIG-IP will be already connected to all VLANs during the restore of the UCS. Make sure to not import the old license file during the restore of the UCS (option "no-license").
If you need to assign new IP addresses, you need to use SCF. This will output a flat text file, which may be changed according to your needs. This may also be used to change object names, if you want to cleanup you naming scheme.
There is a third method, using the "F5 BIG-IP Migration Assistant" (https://devcentral.f5.com/articles/welcome-to-the-f5-big-ip-migration-assistant-29191). Unfortunately it's no longer developed. But you can still use it, for version migrations up to 13.1.0.
Hope this helps.
Cheers, svs

in the existing appliance Change the master key and Generate new UCS and restore the backup UCS in new box with new master key
