May I know which version you are running. I've been using 11.5.4 and the behavior was to complete overwrite.

When I moved I tried on 13.x, the behavior modified to merge with the existing ones.

 

When I checked with F5 on this. They had said it was a behavioral change. I can get you the article number/reference number if want,
